Oregon (pronounced Or e Gun) requires front and rear plates.

I register my vehicles under TX and they to require front plates... they also require that no outer plate brackets be on as well. But, I think they will give a waiver for antiques though.

Required here, but no where enforced. I got my car from a different state that didn't require the front plate and they never put anything on the front so that I could put one on. I have never put one on, have been pulled over for speeding in a school zone, it was near Christmas and there were no flashing lights so I had no clue if they were in or out at that time, and they never gave me a ticket for not having one. Good money maker, but for some reason not enforced. I don't mind one bit. I may have to pick up my Challenger out of state like that.

I have been looking at ideas to mount a front plate and not drill into the bumper. Here are two great ideas I discovered for BMWs and Miatas. Check them out:

Our Charger R/T was delivered without the front plate mounted to the bumper (here in upstate NY). I'm not drilling into the bumper to mount the bracket - period.
We keep the plate on the floor in the passenger side of the car in case we're stopped for that - and my wife HAS been. We weren't required or asked to sign a waiver. When the police state that the plate is supposed to be mounted on the front bumper of the car, we tell them we took delivery of the car from the dealer - a licensed NYS inspection station - that way, and the car has passed two subsequent inspections exactly as it sits. If they have a problem with it, we respectfully (with a smile) show them the plate on the floor, and suggest that they record the number of the NYS inspector on the windshield sticker and take it up with them. The dealerships name is on the rear plate frame if they want that as well.
We've never been ticketed for it.

Most cars come with very tiny holes on the front bumper. Being in Texas I will need front plates, but I will use very strong tiny screw to take advantage of the small holes on the front bumper and put padding on the back so it does not scratch it.

We are required to run a front plate here in IL

I am going to try and get away with it for as long as I can though.
