Rinse them down real good with water and spray them with Castrol Super Clean. Rinse them off real well after spraying. This stuff works.

Castrol Superclean is actually a very good cleaning product for removing this type of crud... HOWEVER.... it is quite noxious and will probably remove the flat black paint inside the tips along with the crud. Based on my experiences with the product I would not use it in this application for that reason. Be aware... if you do use it you may have to repaint the inside of the tips after a few applications.

Individual results may vary...

If you are like me and wash your vehicle at least once a week, basic soap and water will bring back the original finish and remove the exhaust gasses. I would hesitate on using any type of caustic or acid based cleaner for anything except maybe wire wheels and I am hoping that no Challenger's will show up with wire wheels. But if one does...to each their own

I would recommend an old stand-by, Turtlewax chrome cleaner.
