Nowadays they don't put the key lock on the passenger side. My mustang doesn't have it, and my wifes Rav4 I believe doesn't have it either.And is my memory serves, my 04 dodge neon also didn't have one.

Here is a good look of the door handle and it does look like it pulls up.
