Default steering lock adjustment

any tricks to adjustment of my 1970 steering column at the locking linkage. this is the four speed trans that has the locking linkage from the reverse gear arm to a z-bar (not the clutch z-bar) up to the steering column. it seems like the whole steering column should be rotated counter clockwise so i can make the adjusment at the z-bar, but i don't see how i can rotate it. there is an adjustment slot on the z-bar but i've allready got that as far up as i can get it.
