I'm not sure where and how you get your information, but that overall statement makes very little sense.
Why would Dodge make 2009 Challengers to sit in a dealership showroom - uncomitted, when they have orders for definite sales? Isn't a company in business to make money? Do they make money building cars for the dealer, or the customer/buyer?
I could see having at least one car at the dealership for "hands-on" purposes (touch, feel and test drive). But to have Brampton building cars that the dealers are alotted before ones they've "sold" makes no economic sense.
Having the smaller dealerships doing without ANY Challengers to sell also makes no sense. How do smaller dealerships become big dealerships? Certainly NOT by vacating a slot that's in demand by the buying public. If Dodge's dealerships don't survive, how does Dodge? How does Dodge grow? By denying dealerships a product that they can definitely sell? Doesn't make sense.

There may be a hint of truth to what you're saying, but I can't understand the logic behind accepting your statements "en toto". I don't think "the whole story" is unfolding - yet.
