There are times when real estate costs, salaries, and other tangible reasons do not reveal the reasons why moves got made. In these situations politics drive a lot of decisions. Ask yourself how many people Pacifica employed & what where their costs? Is it really a substantial savings given the fact that you still need this segment of the business in some form.
