I'm not really sure how much HP it adds but a scoop on the hood has to go up about 8" in get enough ram air effect. But with cooler air available from the shaker, it would be worth a few ponies. The looks would be the main factor, HP wise a nice cold air K&N filter would be worth more on the high pressure front of the grille. I'm sure the shaker will be made... if not by Dodge then most likely after market. As far as rallye hood inlets, you would not be able to calculate any noticable increase in power, if they were funtional. Mostly used on the old rallye hoods to vent heat and let water in when it rained Nice detailed engine and then the rain comes in and spots galor.
