That is an aftermarket steering wheel. The factory wheel was bigger in diameter. There is a black or colored collar right below the steering wheel, but with your picture they have reduced the size and put on the aftermarket wheel. You may not be able to use the collar with that wheel. The one in the picture seems smaller than the factory one. I hope this helps.
