yes Mullit.... it is a Chally site, I own a Chally, but from my past experience and since Dodge used the Mitsubishi engine in almost 80% of their cars, I figured I would shed some light on the question.

The front wheel may not have to be removed in this case as the pulleys are in front. But the question wasn't fully defined to what platform motor he's running. If he has the V6, there is sufficient room to get to the pulley from under the car, if it's the bigger blocks, well that tends to be a different ball game. Room is tight and on some forums I have read some members remving the front clip to get to the pulley. I don't think he has to worry too much about marking for timing as it would only be an accessory belt getting swapped out, the underive pulleys I've seen only affects the serp belt that runs acces/alternator.
