I don't know about the Challenger but on Mustangs they have very tiny holes for license plates that can be drilled out for plate screws but many don't and just use very tiny stainless steel screws with rear nuts to mount the plates.
On the Mustang, they are not holes, just dimples. But I'm just being nitpicky.
There was a hide-away plate that you could manually flip forwarad and slide under the car for the S197 Mustangs but I think the R/Ts chin spoiler would not allow it to work properly. Here is something similar on a different car.
