I get the same thing. Yes, it's tree sap. I get it off by rubbing it gently with my Absorber cloth (a chamois-like cloth that's much better than the Sham-WOW -- it's sold at Wal-Mart and other fine stores, such as Pep Boys).

About every third time I wash the car, I go over it with Turtle Wax's Ice Spray Detailer. I really haven't waxed the car yet, as it hasn't needed it.
