I have a crazy idea...why don't you knock on the guys door & ask him what the deal is? I know you said he is rarely seen but why not give it a shot. You might just get him to talk to you and maybe you have something he might want in exchange for a vehicle. I know it's a drastic move...what do you have to lose?
