You would have to submerge your Challenger in water up to the hood for the engine to hydro-lock.

no man you don't have to worry about water getting in man... that would be so out of the ordinary... you'd have just as good a chance of getting struck by lightning down here.
One thing you do have to worry about though is with after-market exhuast system's and if there not done properly the water can leak up into the catalytic converter and ruin other things.. but the pipes would have to be pretty crook-ed(sp?)

Yes, like a water/meth injection system. I had one on my last car but it was Supercharged to 10 psi. The water/meth injection system added 28 hp and 25FPT.

However, injecting water into the engine should lower the intake charge, creating a more dense volume of air.

I am not an engineer, I am just blabbing stuff off the top of my head.
