73 with 440 overheating

73 with 440 overheating
1973 Challenger with 440 that will not run under 220 degrees. electric water pump(37GPM), 4 core aluminum radiator. 1 16inch and two 10inch electric fans, tried retarding the timing, Nothing seems to work. Any ideas
