This whole situation is pathetic, CC. No matter which way you turn, you seem to be getting shafted. I'm amazed an attorney would demand that much up front. It sounds like he doesn't see much profit (for him) in the case. Maybe product-liability law is different in Canada, but I don't think a U.S. attorney would sound that negative.
