could it be they didn't want spend money on a rubber plug and use that in case you had water from flood. My Supra had rubber plugs that could be pulled out to drain the car in caise it was flooded. They were in the trunk and under the carpets. I saw them when I looked at stripped Supra (I crashed my Supra and was looking for a body) and noticed all these rubber plugs in the bottom.

the drains are probably there for condensation
