I would at least change the oil once and get rid of all the junk from the break in. Small metal and such that gets into the oil filter. just a good oil flushing. And allow the rings to seat. Then have at it

Anytime government tells you must have something by law and then expects private companies to provide it at an affordable rate...
I remember a friend of mine got two 10 over tickets in quick succession when he was 21 and Allstate (I think) jacked his rate up to $4800/year. From $2800/year. On a car that costs maybe $17k. This is for a guy who was an A/B student, never had an at-fault accident in his life, and a 10 mile commute to work. All for going with the flow of traffic, doing 67 in a 55.
