based on the looks of the air filter box setup, I'd have to say that the hoodscoops would be for heat management only, if at all functional. The airbox does not appear to be linked in any fashion whatsoever to the inlets on the hood.

It is the same set-up as the Charger SRT. It is rumored, however, that when the 6.4 Hemi comes out, it will have a true ram air system, like the concept car.
