My guess is that it is cosmetic.
Here is a picture I took at an auto show.
I do not see any reflector, so it is probably not focused. That being said, LED are very bright, reliable, instant on, have longevity, and consume very
little power.
I think they will be great running lights and would prefer to have them on my CHallenger if I have a choice.
